Tony Araujo

 
Tony Araujo is Vice-President of Paragon Systems Testing, a product testing and development technical centre, and has over 37 years of product and materials testing experience serving automotive, electronics, nuclear and high-technology manufacturers throughout North America.

Gordon H. Leaman

Gordon H. Leaman, P.Eng., is a Senior Materials Engineer with Stantec Consulting Ltd., Dartmouth, Nova Scotia. Gordon has managed one of the largest private concrete testing and research laboratories in Eastern Canada and provides consulting services to a wide variety of clients in various sectors including other offices of Stantec in Canada and the United States. He has been involved in numerous laboratory and field investigations on alkali aggregate reactivity, concrete durability, and high performance concrete including Confederation Bridge, Hibernia GBS, and Hebron GBS.

For over 15 years Gordon volunteered as the chair of the Plant Certification and Technical Committee for the Atlantic Concrete Association. He is past president and board member of ACI International Atlantic Chapter as well as the Design and Construction Institute of Nova Scotia.  Gordon is first vice chair of the technical committee for CSA Standards A23.1 and A23.2, and chair for CSA A283, Qualification code for concrete testing laboratories.  He also represents the consulting community on Nova Scotia Department of Transportation and Infrastructure Renewals' technical committee on concrete. Gordon joined the CCIL board in 2012; becoming President in 2015 through to 2019.

Trevor Gluck

Trevor Gluck, P. Eng., is an Senior Associate Materials Engineer based in Winnipeg, Manitoba, with Wood, one of the world's leading environmental and engineering consulting organizations. Trevor has over 20 plus years of design, consulting, and management experience with Wood and its predecessor firms.

 

 

 

Executive Director 
Muktha Tumkur 

Muktha Tumkur has over 15 years of experience with the CSA Group where she was responsible for implementing corporate strategies in construction material and renewable energy standards and was responsible for "end to end? program delivery and management. In her last role at the Ontario Ministry of Transportation she was helping the Province implement their cycling strategy. She is a seasoned facilitator, and has a successful track record in building consensus among diverse stakeholders.

 

Ms. Tumkur holds a B. Eng. degree from Ryerson University and an MBA from The University of Western Ontario and is licensed with Professional Engineers Ontario.

Blair Colquhoun

Blair Colquhoun. is the President of Paracel Laboratories Ltd., a full service environmental and indoor air quality laboratory company headquartered in Ottawa, Ontario, with 10 locations in Ontario and Alberta. He is a Chartered Professional Accountant by profession and has served as a CCIL Director for 9 years, including time as the Chairman of the Environmental/Life Sciences Division. He is currently Secretary-Treasurer of CCIL, a position in which he has served for the past 8 years.

Barry Loescher

Barry Loescher, Ph. D., is the Quality Systems Specialist at Maxxam Analytics where he has been since 2006. He has 30 years experience in environmental analysis, environmental regulations, laboratory management, business development, and quality assurance. Mr. Loescher is currently the Chairman of the Environmental/Life Sciences Division at CCIL

 

 

 

Chairman, Geotechnical/Construction Materials Division
Doug Otto

Doug Otto, C.E.T. is the Vice President of Technical Services at TBT Engineering Limited in Thunder Bay, Ontario. TBT Engineering Limited is the largest independently owned Engineering firm in Northwestern Ontario. Doug is responsible for providing technical and project management services for many of TBT Engineering's divisions. Doug is also Manager of Drilling Services at TBT Engineering and has over 20 years of experience in the Geotechnical and Construction Materials sector. Mr. Otto has been recently named chairman of the Geotechnical and Construction Materials Division at CCIL.

 

Director, Certification Programs
Gilbert McIntee

Gilbert G. McIntee, P. Eng. is the President of St. Lawrence Testing and Inspection Co. Ltd.  He is the chairman of many Laboratory Certification Committees throughout Canada and has received three Recognition Awards for leadership and dedication to service to the Independent Testing Industry.   Mr. McIntee  is a member of the Geotechnical and Construction Materials Division, a director of CCIL and a member of the CCIL Management Committee.

 

 

 

Director, Environmental/Life Sciences Division
David Hope

David Hope has been active in the environmental laboratory business for 30 years and is a recognized expert in the analysis of trace organic pollutants. He is a founding partner and Chief Executive Officer of Pacific Rim Laboratories, an environmental lab specializing in the ultra-trace analysis of Persistent Organic Pollutants (POPs).

Jeffrey Pike

Jeff Pike is the Director of Eastern Canada Operations for ALS Environmental, one of the largest environmental testing firms in the world. Mr. Pike has worked in the environmental field for over 35 years and has been actively involved in environmental engineering, field sampling and laboratory operations/management.

 



Director, Geotechnical and Construction Materials Division
Michael Maher

Michael Maher, Ph.D., P.Eng., is a Principal and Specialist Pavement and Materials Engineer with Golder Associates Ltd., based in Whitby, Ontario.  Michael has 40 years of consulting and design experience in Canada and internationally, providing engineering services related mainly to pavement evaluation and rehabilitation design; construction quality control and quality assurance; road asset management; and construction materials performance and premature failures.  He has acted as a Forensic Engineering Investigator and Expert Witness in a number of legal cases related to construction materials. He has published/presented over 70 technical papers mainly dealing with engineering and construction materials and performance. He is a Past President of CCIL.

Kelly Whitney

Ms. Kelly Whitney is the provincial technical lead for WSP's certified materials testing laboratories as well as the Director of WSP's Geotechnical and Environmental Engineering Division for central Ontario.  Kelly has been managing laboratory operations in the aggregate, mining and the health care industries for over 20 years
